Biography

Over the last 17 years I have worked across a range of posts in HM Cusoms and Excise and, following merger with the Inland Revenue in 2005, HM Revenue and Customs. Following eighteen months as Private Scretary to two successive Permanent Secretries of HM Cusoms and Excise - Dame Valerie Strachan DCB an Sir Richard Broadbent KCB - I spent five years leading the development of outcomes-based strategies to tackle organised criminal attacks in the VAT, cigarette, spirits and road fuels regimes. I was responsible for setting the strategic direction and providing the tactical elements of the strategy for 3,500 staff including award-winning marketing campaigns, the use of ground-breaking scanning technology and radical new operational initiatives. I was principal advisor to Treasury Ministers on these issues, I worked closely with a succession of Ministers between 2000 and 2006 on policy and legislation. I was also the principal spokesman both through witness appearances at parliamentary select committee hearings and in media interviews on BBC, Sky and assorted print media. From 2006, I led the £20m per year Tax Credits Transformation Programme which developed and implemented innovative new service propositions for vulnerable tax credits customers. Using technology and insight from staff and customer groups, the Programme impacted on more than 1 million customers through 10,000 operational staff producing customer service benefits, staff efficiency savings and reduction in debt. Between 2008 and 2014, I was the Director of Operations in Benefits and Credits leading 6,500 staff in the delivery of all tax credits and Child Benefit processing and compliance interventions with a particular focus on the reduction of error and fraud in the tax credits system and improved levels of customer service. I led the cultural transformation of B&C Operations which was recognised when I and my Leadership team won the Civil Service Award in 2013 for Employee Engagement and Skills. Since 2014 I have been Director Strategy and Change in Enforcement and Compliance (E&C) responsible for the development of the Promote-Prevent-Respond strategy for E&C’s 28,000 staff and the creation of the change programme to deliver the PPR strategy across E&C in addition to the deliver of the existing £100m change programme. I am also responsible for the implementation of sustainable continuous improvement culture across E&C.
